BLAGOJEVICH SIGNS LEGISLATION AMEDING THE PLS ACT Governor Blagojevich signed SB-0698 into law on August 8, 2003. SB-0698 was introduced in the General Assembly revising the Professional Land Surveyors Act and on the Governor’s signature became Public Act 93-0467 and will be effective January 1, 2004. The new legislation made several changes to the definition of land surveying. It made clear that “subsequent to passing an examination for licensure as a Surveyor-In-Training, an applicant applying for licensure for a Professional Land Surveyor has at least 4 years of responsible charge experience verified by a professional land surveyor in direct supervision of his/her activities”. The legislation also provides that a signature by a professional land surveyor generated by a computer or rubber stamp shall not be permitted. It also establishes that a professional land surveyor is not liable for civil or criminal trespass and is liable only for any actual damage done to the land or property. IDPR LAND SURVEYORS LICENSING BOARD CONSIDERS ADDING ADDITIONAL HOURS TO PROFESSIONAL DEVELOPMENT PROGRAM At the August 8th IDPR Land Surveyors Licensing Board meeting the Board discussed adding four additional hours of continuing education for renewal. The change would require PLSs to have a mandatory 4 hours of continuing education in the area of Illinois State Laws covering land surveying, a mandatory 2 hours covering Minimum Standards of Practice and 18 hours of general surveying education. After approval by the Licensing Board the proposed rules would go to the Joint Committee on Administrative Rules (JACAR) of the General Assembly. There would be a Notice of Adopted Amendments posted and a 45-day public comment period. If approved the additional hours would be required with the November 30, 2006 renewal. Presently, PLSs are required to have 20 hours of general surveying education before November 30, 2004. PROFESSIONAL ENGINEERS PROPOSE A PROFESSIONAL DEVELOPMENT PROGRAM A Notice of Adopted Amendments has been posted by JACAR to require licensed professional engineers seeking renewal to have 30 hours of continuing education. Beginning with the renewal date of November 30, 2005 a licensed professional engineer must comply with the 30 hour requirement. The accumulation of hours can start December 1, 2003. EDITORS NOTE: Unlike the Professional Development Requirements for Professional Land Surveyors, engineers will get 2 PDHs for active participation on a committee or by holding an office in a professional or technical society. A maximum of 8 PDHs may be accepted per renewal period. SHAKE-UP AT THE ILLINOIS SOCIETY OF PROFESSIONAL ENGINEERS (ISPE) In a letter from ISPE President Curtis D. Cook, P.E., members were informed that the ISPE Search Committee and Executive Committee have selected a new team to lead the daily operation and government relation efforts of ISPE. Kim Robinson of the association management firm Frontline Public Strategies, Inc. will serve as Executive Director. Kim most recently served as Executive Director of the Illinois Capital Development Board. Brittan Bolin of Bolin Consulting will serve as lobbyist. The new duties were effective immediately. In addition, ISPE offices have moved to 300 West Edwards, Suite 201–B, Springfield, IL 62704. Gary Crites served as Executive Director for many years. ACSM/NSPS HONORS IPLSA FOR 75 Years of Service Jim Granger, PLS of Cheboygan, Michigan and Past President of the American Congress on Surveying and Mapping, presented IPLSA President Art Wolfinbarger, PLS with a plaque commemorating IPLSA’s 75th Anniversary as a professional association. The presentation took place during the Lincoln Statue unveiling and dedication, which was held October 4th at Lincoln’s New Salem State Historic Site. IPLSA MEMBERSHIP AT ALL-TIME HIGH IPLSA membership for 2003 hit an all time high of 1,098 members. Membership continues to grow in all categories. It is the intent of the Executive Committee, the Official Board of Direction and the office staff to serve all of its members by inviting all them to offer their ideas on how to serve the profession and the general public. ADDITIONAL IPLSA SCHOLARSHIPS OFFERED At the IPLSA Official Board of Directions meeting on September 13, the Board approved 2 additional $1,000 scholarships to be awarded at the 2004 conference. Four scholarships will now be funded by the IPLSF (Foundation). The fifth scholarship will be funded by Keith and Diana Lacy of Barrington Engineering Consultants, Ltd., of Barrington, IL. The Board also approved 2 new scholarships with a maximum of $1,500 per scholarship ($500 for 3 semesters). The scholarship applications are due on December 1st of each year. These scholarships will be reviewed by the IPLSA Scholarship Committee. The scholarships are for individuals seeking the 24 semester hours of land surveying courses in order to become a licensed Illinois Professional Land Surveyor. IPLSA PUBLIC INFORMATION, MARKETING & PUBLICATIONS COMMITTEE REVIEWS VIDEO The committee is reviewing the IPLSA video that was produced several years ago. The committee will be looking at updating the technology information and using a compact disk format for delivery. The video was produced to be used as a recruitment tool to encourage high school students to consider land surveying as a career. IPLSA WORKING TO MONUMENT THE CENTER OF POPULATION FOR ILLINOIS IPLSA member Tim Burch, PLS of the Northeast Chapter is spearheading an effort to monument the Center of Population for Illinois near Mazon, IL. Watch the IPLSA website for date and details. IPLSA WEBSITE AND USE OF E-MAIL CONTINUES TO GROW More and more members and people wanting to be updated on IPLSA activities and general surveying information are using this website (www.iplsa.org). Over 280,908 requests have occurred since the new site was launched, with over 7,505 requests in the last 7 days. Members are encouraged to add their e-mail address to the information on their 2004 dues card before returning it. The use of e-mail helps hold down postage costs and gets information to the members faster. 2004 IPLSA DUES ARE DUE BEFORE DECEMBER 31, 2003 IPLSA 2004 dues notices will be sent out during the month of October. 2003 dues must be paid prior to December 31, 2003 to be considered for the member price for the 2004 conference. Your prompt attention to the dues notice will help your state office to continued service in a timely fashion. PROPOSED RAILROAD ABANDOMENT The U.S. Department of Commerce, National Oceanic and Atmospheric Administration is concerned about the loss of 57 geodetic station markers with the abandonment of 30.4 miles of Norfolk Southern Railway Company rail line between Milepost UM-47.9 in Mansfield to Milepost UM-78-3 in Bloomington, McLean, Dewitt, and Piatt Counties, Illinois. A second abandonment will affect 9 geodetic station markers of 18.10 miles of Union Pacific Railroad Company rail line between Milepost 23.0 near Hoyleton to Milepost 41.1 near Oakdale in Washington, County, Illinois.
