MEMBERSHIP: A flyer was sent out
to non-members with a letter signed by President Dan Stein inviting them
to join IPLSA. Included in the flyer was conference information, a
reminder of the newly adopted Mandatory Professional Development Program
and a membership application. We are receiving new memberships due to
the mailing.
PUBLICATIONS: A 2003 membership directory, which is free to
members, and a new Illinois Compiled Statutes book for purchase, will be
available at the conference. This committee will have a new chairman for
2003.
EDUCATION & TRAINING: The committee approved PDUs for the
upcoming IPLSA Annual Conference. This committee will have a new
chairman for 2003. TRIG-STAR packets are available at IPLSA
office.

SCHOLARSHIP/ELDRIGE AWARDS: We received 3 Eldridge Award
applications and 1 Article of the Year application. The deadline for
scholarship applications was December 1st. There will be 1 additional
scholarship awarded at the conference bringing the total to 4.
GIS/LIS: The committee is working with a group from WinGIS on
proposed language that would require geodetic survey horizontal control
values on a minimum of 2 opposing corners of a subdivision that are
permanently momumented. Furthermore the county may also require vertical
control values referenced to a statewide datum for a minimum of 2
opposing corners of a subdivision that are permanently momumented.
Comments on this should be addressed to Chairman Paul Marchese.
LEGISLATION: The legislature is meeting in veto session this
week. I don’t believe there is anything that will affect land surveying.
Tom Berns was defeated in his bid for re-election. Tom wants to thank
everyone at IPLSA for their support of his campaign.
LAND SURVEYOR ACT: The committee has met several times and will
have a proposed draft for the December Board meeting. Watch this site
for further information.
ETHICS & PRACTICE: There have been several letters sent to IDPR
concerning advertisements by non-land surveying firms doing land
surveying. Also several land surveying firms do not have a Design Firm
Registration.
CONSTITUTION & BYLAWS: There are several constitutional items
that members will be asked to vote on when they vote for the new
executive committee candidates.
PLANNING & GOALS: The committee met recently and established
guidelines for future IPLSA
seminars. These guidelines will be brought before the Board and should
become part of the by-laws so that everyone will understand them.
BUDGET: The IPLSA 2003 budget was discussed by the Executive
Committee and will be voted on at the December Board meeting.
IDPR/EXAM: All land surveyor licenses were up for renewal on
November 30th. If you did not receive a renewal notice it means IDPR
does not have a correct address for you. You should contact them ASAP.
2003 CONFERENCE: I met with the East Central Chapter to put the
final touches on the conference mailing. The mailing has gone to the
printer and will be mailed out by the middle of December.
FRIEND OF THE COURT CASE: The IPLSA Friend of the Court Brief was
filed by our attorney. We have not heard anything from the Illinois
Supreme Court.
OTHER INFORMATION:
Forms to the chapters asking for their 2003 officers and committee
assignments have been sent out to all chapter presidents.
The Board has combined several committees and has made the Planning &
Goals Committee a separate Standing Committee chaired by the
President-elect.
There will be committee meetings held during the conference. I have put
together some goals that each committee should address along with other
matter that the committee members come up with.
NOTES FROM THE PLANNING & GOALS COMMITTEE:
IPLSA State Seminars will be scheduled for:
Spring (middle of April to middle of May)
Fall (middle of September to middle of October)
The seminars can be hosted by the IPLSA state office, chapters or both.
The Executive Committee will be the clearing house for seminar dates.
The Education& Training Committee will evaluate the course content and
issue PDHs. The Planning & Goals Committee will come up with more
guidelines.
Other discussion was how to stimulate committee attendance by committee
members. Use of a money incentive to chapters for committee attendance
was discussed. |
