September 2004 IPLSA MEMBER AND WIFE HONORED WITH NATIONAL SCHOLARSHIP IPLSA member Lowell H. Loving, PLS 1716 and his wife Dorothy were honored August 23rd with a scholarship named in their honor. The Lovings who live in Danville, spent years nurturing local Boy Scouts and by giving college students jobs over the summer so they could earn extra money. The Lovings had always wanted to establish a scholarship for Boy Scouts. With the help of three former Boy Scouts the scholarship has become a reality. Gary Collins, a licensed land surveyor in New Hampshire, Gary’s brother Tom, a commercial developer in Chicago and Alan Vonderohe a professor at the University of Wisconsin are all Danville High School graduates. These three contributed their own money to initiate the Lowell H. and Dorothy Loving Educational Foundation and National Scholarship. A dinner honoring Lowell and Dorothy was held at the Heron Supper Club in Danville. The event also announced the foundation and scholarship, which the primary purpose is to foster education in the field of land surveying and associated sciences. It will provide a yearly scholarship to qualified undergraduate student and graduate student in the amount of $2,500. It is the hope of the sponsors that the scholarship will exceed $5,000 within four years. Watch the IPLSA website for application information. Editor’s note: Lowell H. Loving was guiding force in the East Central Chapter and IPLSA for many years. Lowell served on the IDPR Examining Board for 10 years. We offer our “CONGRATULATIONS” to Lowell and Dorothy. RAILROAD ARTICLE CORRECTION In the summer issue of the Illinois Surveyor I had an article called Railroads in Illinois. The area code for the phone was incorrect. IPLSA WEBSITE UPDATE Information about national scholarships can be found on the cover page of this website. You can also find the current ACSM/ALTA Survey Standards. Watch for continuing updates on information valuable to you. We will be placing the IPLSA membership on a secured location on the site starting with the 2005 membership. All members paying dues in 2005 will get an access code in order to look at the directory. ILLINOIS COMPILED STATUTE BOOK UPDDATE Malinda is completing the updates of the Illinois Compiled Statues and the Administrative Rules. This information will be produced in book form and also be available on CD and will be available at the 2005 conference. ACSM/NSPS FALL MEETING The 2004 Fall ACSM/NSPS meeting was held October 1–6, 2004 in Gaithersburg, Maryland. Illinois NSPS Governor Michael Filipski, PLS and Bob Church, IPLSA Executive Director attend the meeting. Watch for Governor Filipski’s Governor’s report in the winter 2005 issue of the Illinois Surveyor. IPLSA MEMBERSHIP AT AN ALL TIME HIGH The current IPLSA membership stands at 1,162 members, the largest ever. The IPLSA Membership Committee continues to review programs and member benefits that will allow us continued growth. ILLINOIS DEPARTMENT CHANGES ITS NAME The Illinois Department of Professional Regulation (IDPR) has changed its name effective July 1, 2004. IDPR is now called the Illinois Department of Financial and Professional Regulation (IDFPR). Mr. Fernando E. Grillo is the Secretary of IDFPR and is the first Hispanic to be a member of an Illinois Governor’s Cabinet. IDFPR LAND SURVEYORS LICENSING BOARD SHORT MEMBERS David J. Sherrill, PLS resigned from the Licensing Board to run for the Illinois State Senate in the 56th District. Member Richard L. Wavering, PLS first term expired September 2003. He will continue to serve until re-appointed or replaced by the Governor. Members can serve two consecutive 5- year terms. The public member also resigned in 2003 and has not been replaced. Current members of the Board are Chairman, Tom Green PLS, David P. Phillippe, PLS, Ralph J. VanDorpe, PLS, Richard L. Wavering, PLS and Duane E. Weiss, PLS. ILLINOIS PROFESSIONAL LAND SURVEYORS ACT PROPSED RULE CHANGES At the August 5th IDFPR Licensing Board meeting held in Chicago, the Board heard from Barb Smith the IDFPR Rules Coordinator on the comments received on the Proposed Rules. Because of the comments the Board proposed to keep the number of Profession Development Hours (PDHs) to the existing 20 and not increase them to 24. The proposed rules were approved by the Board and will be sent to the Joint Committee on Administrative Rules (JCAR), which could approve them at their September meeting. Not knowing when you receive this issue of the Illinois Surveyor I suggest that you stay tuned to this web site for updated information on the progress of the rules. FUTURE IPLSA CONFERENCES 2005 Conference – We are working with the Little Egyptian Chapter on putting the final touches on the conference. 2006 Conference – The Heart of Illinois Chapter has formed their committees. Anyone who has a suggestion on a topic for a program should contact the state office. 2007 Conference – IPLSA/ACSM/MSPLS will co-sponsor the conference in St. Louis, Missouri. NSPS The National Society of Professional Surveyors has become an official sponsor of the Surveying and Land Information Science journal as of January 1, 2004. Conscious of the need to transform the journal into a publishing outlet that will meet the needs of both the academics and the practicing surveyors, NSPS wants to encourage members of all state societies to become active contributors to the journal. Articles classified as surveying notes, surveying history, and surveying education are most welcome as are land surveying science articles. Surveying notes are intended to address any particular issue practitioners encounter in the pursuit of their work. Their topics may be technical, or they can address the many legal and ethical implications of a surveyor’s work. Articles dealing with surveying history and education as well as commentaries on these important issues will be published in the Surveying History and Surveying Education sections of the journal. There is room in the journal for a lively discussion of a variety of issues of importance to surveyors. Please help NSPS achieve this goal. ACSM JOINT GOVERNMENT AFFAIRS UPDATES Go to www.acsm.net for updates. MUSEUM OF SURVEYING The board of trustees and everyone at the Museum of Surveying sent a thank you letter to IPLSA for their generous pledge of $2,312.00 towards their capital campaign. By helping the museum preserve the heritage of our profession and present it to the public, we will help shape the future. The expanded facilities will allow the museum to continue to serve our community and document history in the making. 2005 IPLSA DUES Membership cards for 2005 dues will be mailed out in October 2004. |
