VEBA The flagship of the IPLSA Benefit Association is our Voluntary Employee Benefit Association, or VEBA. Similar to a Flexible Spending Account or Cafeteria Plan, the VEBA allows your employees to elect to set aside money pre-tax to pay for their medical, dental, vision or daycare expenses. As this money is never subject to tax, this saves both the employee and the employer on taxes.
